"Rare" Suicide Attack in Israel

A suicide bomber has struck southern Israel, killing one and injuring 10. What has confused me is why this is headlined as "Rare"? Would it be rare if it were in Germany? Would it be headlined as such? I am just trying to find out the motivation of headlining as "rare".

Perhaps it is "rare" because Israel less attacks happen due to increased security. Would they still be rare if Israel were to tear down the security wall, remove all check points? Or we would see a bloodbath?

I too was struck by this strange headline. From a biased journalist me thinks. There seem to be too many of those at the BBC.
